Reliance Rail, through its Core Contractor Downer EDI Rail, will leverage the capacity of Asia’s largest passenger rail vehicle manufacturer, Changchun Railway Vehicles Co (CRC), to provide a “build to print” production of the passenger cars.

Manufacturing will be to an Australian design and supported on site in China by a team from the Downer EDI-Hitachi Joint Venture.

CRC is a world-class rolling stock manufacturer, with state-of-the art manufacturing facilities to produce rail cars for domestic and international markets. CRC's facilities contain the best of French, German and Japanese technology.

It is one of the few manufacturing companies in the world able to meet the PPP Project order having a proven capacity to produce more than 2,000 rail cars annually.

CRC has significant expertise in stainless steel carbody construction - currently building 540 stainless steel cars for the Beijing Metro.

It has built trains in joint venture arrangements with major international rolling stock manufacturers including Alstom, Hitachi, Bombardier and Siemens and is currently building trains with Bombardier for the Beijing Airport line for the 2008 Olympics.

The Downer EDI Rail – Hitachi Joint Venture will have a team of on-site personnel providing quality, safety and project management oversight, audit and governance to ensure that construction and testing conforms to the specified design under RailCorp’s contractual agreements.
